Abstract
The purpose of the Terms of Reference is to invite ICARDA, through the Limited Competitive
Bidding method, to submit its expression of interest to tender for the development of the
monitoring and evaluation (M&E) tool for managing and follow-up of progress in PRIMA-funded
projects. In addition, PRIMA plans to use the M&E tool for promoting the funded projects as well
as analyzing the data for future planning. The M&E tool is envisioned to provide customized sets
of information sets for the various management/administrative levels at PRIMA. The M&E tool is
in tandem expected to ensure the highest levels of digital security, privacy, data protection and
accountability and adopt EU regulationsin its policies for accessing and processing sensitive data,
such as budget breakdown, confidential scientific results. It is our opinion that the tool you seek
to have developed is comparable to the MEL platform whose development the ICARDA team
leads and the institution uses for integrated planning, management, monitoring, reporting of
projects and more.
ICARDA is further expected to make available a set of personnel including an M&E Specialist, IT
Specialist and preferably a professional editor for the execution of this tender. It is further
acknowledged that the M&E Specialist is expected to contribute towards the development of the
PRIMA M&E Strategy and key performance indicators (KPIs). In addition, an assortment of guiding
documents for key M&E activities may be warranted.
