Abstract
This document puts emphasis on the innovations that address SLM issues to significantly
improve total system productivity. It builds on past achievements of the Consultative Group
on International Agricultural Research’s (CGIAR’s) Program for Central Asia and the
Caucasus (CAC), as well as on various priority setting exercises repeatedly carried out with
all relevant partners in the region, so as to specifically meet the needs and expectations of the
regional national agricultural research systems (NARS). The Prospectus also links specific
questions with objectives and provides an insight into the activities that must be taken to
achieve the stated goals of the production systems spread over the specified agro-ecologies,
namely irrigated and rainfed dry lands, range and pasture lands, and the sloping lands in the
hills, steppes, and the mountainous regions. This Research Prospectus should also guide SLM
research in the context of the Central Asian Countries Initiative for Land Management
(CACILM) program, as it builds on the findings in the first phase of this program. Addressing
SLM strategies this way will contribute to achieving the Millennium Development Goals 1
(eradicate extreme poverty and hunger), 7 (ensure environmental sustainability), and 8
(develop global partnerships for development), under the scenario of climate change above
world-average.
В документе «Перспективы исследований» уделяется особое внимание инновациям,
нацеленным на разрешение проблем УУЗР, в целях значительного увеличения
итоговой продуктивности системы. Данный документ также опирается на достижения
программы КГМСХИ в Центральной Азии и Закавказье (ЦАЗ) за предыдущие годы и
на другие, неоднократно проведенные совместно со всеми соответствующими
партнерами региона мероприятия для удовлетворения потребностей и ожиданий
национальных сельскохозяйственных исследовательских систем (НССХИ) в регионе.
«Перспективы исследований…» также связывает конкретные вопросы с
установленными целями и предоставляет видение той деятельности, которая должна
быть предпринята для достижения обозначенных целей по распространению
производственных систем в конкретных агроэкологических зонах, а именно:
орошаемых и богарных засушливых землях, естественных и искусственных
пастбищных угодьях, а также склоновых землях, расположенных в холмистых,
степных и горных регионах. Документ «Перспективы исследований» должен будет
направлять исследования по УУЗР в контексте программы Инициативы стран
Центральной Азии по управлению земельными ресурсами (ИСЦАУЗР), так как данный
документ создан на основе результатов первой фазы данной программы. Данный
подход к стратегиям по УУЗР будет способствовать достижению Тысячелетних задач
по развитию № 1 (устранение крайней нищеты и голода), № 7 (гарантирование
стабильности окружающей среды) и № 8 (развитие глобального сотрудничества по
развитию) в условиях климатических изменений, превышающих среднестатистический
уровень.
