Afghanistan Seed Certification Agency (ASCA) Monitoring and Evaluation Framework (Draft)

Abstract

This Monitoring and Evaluation (M&E) framework is a guide for Afghanistan Seed Certification Agency (ASCA) to know what to evaluate, when to evaluate, what information to collect and to whom to report. This document allows ASCA to identify needed information and its collection methods. It also allows ASCA to identify the people responsible for different tasks, as well as timelines. It is tried to make this framework clear and able to be picked up by anyone involved in certified seed production chain at any time to let them understand what is happening in terms of monitoring and evaluation.
