Procedures for Afghanistan Seed Certification Agency (Draft)

Abstract

Seed is the basic and vital input for a successful agriculture production. Therefore it is very much essential to maintain its purity and quality through various stages of seed production. The government of Afghanistan has struggled hard to develop o different legislations to protect the quality of seeds and planting materials tailored after other international legislations. The seed Law 2009 and National seed Policy 2012 take care of seeds right from the production to marketing, labeling and made attempt to maintain some of quality standards through Seed and Planting material Certification Directorate (SPCD). The purpose of seed certification is to maintain high quality seeds and propagating materials for ensuring genetic identity and genetic purity to achieve prescribed standards.
